The emergency manager, and who owns the sirens

What an emergency operations centre is, how your report reaches it, and the answer to why the sirens did not sound.

What module 1 already covered

Module 1 lesson 6 owns the dissemination chain: how a warning leaves the office and reaches people, through the wire services, satellite, weather radio and its county codes, broadcast alerting, and phone alerts through the federal gateway, including which warnings set off a phone and which do not. This lesson does not repeat it.

What module 1 did not cover is the other institution in the room. Between you and the public there is a county emergency manager who has their own building, their own communications and their own decisions to make, and who is frequently the person who trained you.

The emergency operations centre

An Emergency Operations CenterThe room a county or city runs an emergency from. Many spotter networks report through one rather than direct to the weather office. is a physical place where the people who run a county during an emergency sit together: emergency management, law enforcement, fire, public works, utilities, sometimes a broadcaster and sometimes an amateur radio operator. It is not a command post at the scene. It is where resources are coordinated and decisions that affect the whole jurisdiction get made.

Names and numbering vary by jurisdiction, and some use numbered levels running the opposite way. The concept is universal: a dial from watching to everybody in the building.

Incident management, briefly

Multi-agency emergencies in the United States run on a common framework, so that a fire department from one county can plug into an incident in another without a week of translation. A spotter does not need to be an expert in it and does benefit from three things.

  • Common terminology. The reason lesson 4 insisted on plain language. Everything in the framework is built on strangers understanding each other on first contact.
  • A clear chain. Somebody is in charge, it is knowable who, and information flows along it rather than around it. On a net, that person is The operator running a directed net: decides who transmits and when, prioritises traffic, keeps the log, and relays to the forecast office. The busiest person on the frequency..
  • Where you fit, which is at the very beginning: you are an information source feeding the net or the emergency manager. You are not a responder and you do not self-deploy.

How your report reaches the office through an EOC

Lesson 1 drew this as one of the two relayed paths. In practice the EOC has channels a member of the public does not, and that is the point of the route.

  • The partner chat, which is core-partner only and is where an emergency manager can talk to a forecaster directly and quickly.
  • Direct telephone lines, which are not the public spotter line and are not congested by it.
  • A dedicated data feed of products, so the EOC sees warnings the moment they are issued rather than when an app refreshes.
  • The amateur station, if one is staffed, which is often physically in the EOC.

The sirens

The question every spotter is eventually asked, usually angrily, and the answer is not the one people expect.

Which produces a set of consequences worth being able to explain calmly to a neighbour.

  • The forecast office is the wrong place to complain. They issued the warning; they do not control the siren.
  • Policies differ by county, so "they sounded them over there" is not evidence that yours malfunctioned.
  • They are outdoor warning devices. They are designed to alert people who are outside, and they were never intended to wake you up indoors. A weather radio is.
  • An all-clear may not exist where you live. Many jurisdictions deliberately do not sound one.
